Presidential Association Programs represent the second level of the Presidential Numismatic Research Framework (PNRF). Unlike Level 1, where a presidential connection is established primarily through official branding or identification, Level 2 is based on participation in an official government program directly associated with the President of the United States.

The association is created through documented governmental authority, administrative action, or an officially sanctioned presidential initiative. Although the President may never personally possess or present the object, the object's historical significance derives from its verifiable participation in a presidential program.

This case study illustrates how documentary evidence establishes Presidential Association independent of ownership or provenance.
